If it's chapter 13, I'd check if she successfully completed her plan and the debt was actually discharged rather than dismissed; this will give you a greater feel for her discipline with regard to obeying a monthly payment schedule. 

The borrower contacted me a year ago, having had their debts discharged in BK two years prior.

Not all judgments are dischargeable in bankruptcy.  

That includes payments, and at some point in time a payoff statement and discharge of the lien/DoT.

This is a fairly common outcome.Now, there is also the possibility that they filed a chapter 13 that was eventually dismissed instead of being discharged or converted.

The loan will be discharged, but as long as the note is current the lender will do nothing but continue to accept payments, eventually releasing their lien at payoff. 

BK just discharges the debt by the borrower if approved by the court.

That lasts until the bankruptcy "Discharge" is ordered.

If it appears to the court that no person is entitled to a lien, or that every lien has been discharged by payment thereof, judgment shall be entered to the effect that the lien is dissolved, and a certificate to that effect shall be sent forthwith by the clerk to the register of deeds.
