We were using it as an office and it had French doors leading in to the room.

@Deanna McCormick I agree, that's the first thing I said" how are gutter downspouts installed, are their French drains on property, pitch the landscape away from house, etc .

so I'm not looking to house hack plus I have a built kennel and 6 French bulldogs on my property so me living in the 4plex is a no go.

On another home with a converted garage I installed French patio doors and called it an office that could be used as an additional bedroom or family room.

Also, I'm mildly amused that both @Scott Trench and @Steve French have replied.

I'd also get several quotes from landscapers and ask whether they can fix the  problem for you with french drains or yard drains and pumps, as it may help give you leverage with the HOA or the old owner, if your lawyer feels that is an option, being able to show specific costs involved to protect your property.
