Just recently purchased a primary residence by way of HELOC in the South Bay. 

Well for starters, my name is Jared, I'm from just outside Green Bay, Wisconsin. 

Is the cost of business in the Bay Area almost 3 times what it is elsewhere?

I have lived in this area and owned in the Bay View neighborhood also and I think the right product in this location could produce similar rents as the 'hipster' Bay View location.

I obviously don't know squat about tenants rights in Reedsburg, Wisconsin, but I'm going to guess that if we can find ways around the tenants rights stuff in the Bay Area, there will also be ways around it for you in Wisconsin. :)
