If the contractor does not get paid until each segment of work is done, he will have a cash flow problem so this is a good motivator to keep them within the timelines, of course, there are some delays that are unexpected and out of everyone's control such as weather, items ordered that are backstocked, or problems that you run into as the job progresses (hidden repair items) Obviously you do not penalize the contractor for these occurances.
