Meaning, send a letter to everyone involved in this property of intent to refuse to sell, or hire a building inspector to find faults, or other such actions to delay or prevent a sale?

I am waiting on the electrical inspector to get the meter installed so I can have some electricity. 

Even if it is not visible from the ground the property inspector should note it and photo it for the home buyer (assuming they get a home inspection when purchasing the property)  Just my two cents...
