Clackamas is much more landlord friendly in comparison, yet is still only 15 minutes from downtown.

Walking to the avenue of downtown and walk to beach. 

The University CA Davis provides a good stream of tenants and it's only 20 minutes from downtown Sacramento for those commuters.
