You may not want to do this practically, but legally you may be able to sue the defendant as a John Doe, then compel the seller to tell you who it was, then amend your defendant to whomever squealed (legal term).

We have 7-days from the time a Tenant vacates to notify the Rentalsman whether we will be filing a claim against their security deposit  - fortunately you can later file an amendment to update the claim.Here we can charge the tenant for any repairs above normal wear and tear for the length of the tenancy (or since an item, such as a new floor, was put into service during the tenancy).

You have no idea...It really isn't hard, though, to draw a distinction between commercial signs that might be up for months, and political signs that are not only up for less time, but are exactly the sort of thing the First Amendment is meant to protect.
