From a methodology standpoint, I would buy/rehab an empty property first first then choose to either Section 8 or rent to complete the BRRRR.

If so, this is antiquated methodology and lenders rarely look at "ability to generate debt" anymore and focus only on your income's ability to sustain your monthly payments.
