That protection can vary a bit from state to state, but they are authorized by statute so judges follow the statute unless there is a clear violation of how they are operated.Best of luck to you on your journey.

As unpleasant as it may sound, I would suggest calling the Tax authority in KY and tell them what your doing and what you need to do.

Anything you collect make sure you keep secure and have the tenant authorize you collecting and using this information to pull their information along with an authorization for you to be able to collect information from their references, such as past rental and employment.
