I’m not a big fan of 1031 for repositioning due to transaction inefficiencies, so I prefer to refi once my assets’ capital basis has been depreciated.

Boots on the ground like your cleaner is VERY important, but I'd also recommend you get to know your neighbors and exchange info.

If they don’t like fixing it up I’m sure they’ll like it falling apart in exchange for lower rent. 

I would look into a 1031 exchange to avoid that huge Tax hit...

My realtor is reaching out to the listing agent but told me the seller may have restrictions (unclear what the restrictions are) on changing the contract now since they are doing a 1031 exchange.

If the answer is no then keep the rental for many years then when you go to sell either pay the taxes or do a 1031 (if still around).
