I met someone who was successful and he laughed at my 5 attempts and said, he called 300 owners before his first "YES".     

Not necessarily a scam, maybe someone trying to save fees. 

You still need some money to cover part of the rehab until you get your first draw, and if you're a brand new investor you might not qualify for 100% LTC on your first deal, but if you can partner with someone with experience on their track record or can prove significant past contractor experience then we might go that high on your first deal. 

What's your purpose of hiring someone on an hourly rate? 

From my understanding, no one is employed, they are somehow current with the rent, but they are definitely not someone I would offer a new lease...not even at market rate.  

I know they are legit because I listed my property there and it got rented by someone looking to do Airbnb.

Being NYS, you've got to know Landlord/Tenant law or leverage someone who does.

If the contractor is changing gears I would find someone else.

You can find qualified buyers that are small business owners, tradesmen, etc just have someone qualified to do prop underwriting be fore you sign the agreement. 

People house hacking have far different expectations than someone buying properties with cash.
