If you visit rural areas, and smaller villages, you will find a growing number of vacant houses - mostly old, arguably obsolete, structures.Based upon antidotal observations while visiting family a couple of summers ago, a similar trend of "urbanization" appears to be occurring in SK and MB as well - fewer folks live "on the farm" or in the smaller hamlets that existed every 10-miles in the days when grain was hauled by horses and oxen and steam locomotives needed to frequently take on water.However, I suspect these trends only account for fraction of the total housing starts nationally.However, like you, I have a hard time explaining the remainder of the housing starts based upon immigration alone.

Russia passed a law for potential immigrants wanting to come to Russia from this war torn area in early 2015.

I know many immigrants who can barely read or write and have gone on to amass fortunes.  

That would be ideal however our immigration visa depends on us owning a business.

Rents are increasing very rapidly and the area has gone from first-generation-immigrant majority to young, college-aged kids who go to school or work somewhere off the train (at least on the east side of the neighborhood).

It's been my experience here that families newly immigrated to the U.S. often times have family structures I sometimes wish we still did here, that is, multi-generational.

Immigration from an economic standpoint is almost always a net positive.
