Do not need umbrella policy just increase liability coverage or can add additional riders that may enhance the areas you are most worried about. 

My property is the second roughest house on block so I agreed that enhancing the image would be helpful. 

Enhanced Kitchen Finishes- Granite counters, stainless appliances, better quality appliances, fresh carpet; can enhance rents and quality of tenant.

If the government provided some insurance coverage for damage exceeding the enhanced security deposit (would have to be documented of course) and exception from eviction courts for a speedy eviction, then I am sure many would sign on.
