You'll never convince a tenant that they are getting a good deal, especially as a self manager, no point in even engaging in those conversations. 

The institutional firms that do this type of lending (we deal with them every day) have to "securitize" the loans...meaning have their hedge fund/Wall Street backer bless the deal.

Even if it's a total rehab if the land bank has a property in an area where the arv's are substantially high wouldn't that be a good deal or a promising neighborhood for buy and hold.

This scenario is determined by the condition of lead-paint and the cleanliness of the unit (remember, we are dealing with dust and paint chips - less dust = lower levels).
