We put in $6500 per unit in renovation to improve the units so they can command market rents. 

So with that in mind, I'd likely be able to keep my SoCal units in better shape than my Raleigh units with the higher rents that I'd be commanding.  

In an area that commands $1,800/month, your going to have to spend more to keep the property competitive with others in the area, at least potentially. 

If that doesn't work, work your way up the chain of command (regional manager, vice president, president) appeal to their sense of fairness.

The HOA can be high in the neighborhood, but it commands good rents, even for 1/1 units ($1250/mo).
