If the owner doesn't make the request they are creating a possible problem for themselves on the Civil level and are breaking a legal contract, which under certain circumstances is a fraudulent act.

To you mr Chris Sanders I forgive you for your anger and hope that some day not only can you switch over to a 2% rate for your investments but that we can be civil towards each other in the future.One thing that is obvious when you live overseas for long periods of time as I have been doing is to know that we have to treat each other, all people as friends, give them a chance, don't be scared.

The tenants can then decide to file a civil suit, but there's no way in hell they're going to pay an attorney on an hourly basis (an attorney would not be paid a contingency in this instance).
