@Elias French As long as you don't take money out of your 401k or convert anything between traditional and Roth accounts, then it is my understanding you will not trigger a taxable event since you are only moving money around rather than withdrawing.

If there is water infiltration in the basement through walls or the floor, you will need to figure out a way to waterproof (may have to rip up the old floor slab and pour a new one, put in interior French drains and drainage mats on the wall, etc).

The basement was fairly dry before, not finished but had drywall on edges, studs on the interior, poured cement floor, and luckily a French drain around the perimeter.
