We haven't closed on the home but the home had couple of engineering problems that the builder has identified during the construction phase and have advised that they are going to provide disclosures for the same.

Cracked roof joists are a serious structural concern, and having a structural engineer or a contractor experienced with older homes inspect the roof structure is essential.

Obviously, a complete and well built website with interactive components and quality information that’s constantly update and optimized for particular keywords to show up on the first page of search engines (including YouTube) will bring in the MOST valuable leads.  

I don't have direct contact in the Acquisitions department as I work with their environmental due diligence team on Phase I Environmental Site Assessments.That said, I echo @Chris Martin in warning that the environmental and engineering feasibility process can easily take a year or more.  

Is the risk for a developer that they're paying for the engineering work for something the village/govt won't approve?

Can someone guide me where to apply and obtain a license to build this basement unit to an official unit with its address, electric, and other amenities?

Older buildings with older systems: plumbing, electric, HVAC, roof, tend to have more maintenance costs than newer properties.  

Mainly because I "assumed" how long could utilities such as water ,trash and electric really get backed up without getting shut off.
