I would at a minimum install smoke/CO2 detectors and provide fire extinguishers as appropriate. 

One of the tenants has been in the unit for a decade and has been smoking in their unit.

Liquor stores, smoke shops, check cashing places, pawn shops, doughnut shops, cheap motels.

Is smoking okay?
