Did you move forward with them? 

Prop tax's there are over the top many times.. and can move drastically from one year to the next.. or if it had a owner occ exemption or was being taxed as a lot and is a new build.  

If they do belong to the tenant we'll ask them to move the car because parking on the lawn is prohibited by our lease.Yes I would require renter's insurance.
