If these are double or triple pane windows you might have a blown seal which allowed the gas charge to escape.

Maybe for your personal residence, but not even then...They always use the cheapest stuff they can to fix your issue, and they always leave themselves all kinds of escape clauses so they don't have to fix anything. 

Now let me separate rules and laws here, criminal penalties are enough for me to fall in line with a law that I disagree with, but just because some stuck up realtors sit in their ivory towers setting rules to desperately hold on to the control of information that they feel escaping their pitiful clutches does not mean I give a flip about them or their rules.

My business is my escape mechanism that allows me to run away from that whenever I choose.

And as Jeremy alludes to, it is hard to escape the conclusion that the reason is that many of them don't want to actually do any work.
