Not sure what the process is like there but compared to NY, it is a faster process.We just toured an occupied 4-family in NY today with a client and the eviction process for those tenants commenced not long ago (within the last couple of weeks).

I would look for a bunch of Sub To Deals with 2-3% interest rates ...... then rent out for cash flow and huge equity build up when rates are really low (check out amortization schedules and compare 2-3% vs 6-7% with the same balance and length of time - check out the principal portion each month - the lower the rate the higher amount goes to principal PLUS better cash flow).

As for ARV, check out comparable sales (comps) on sites like Zillow or Redfin, or talk to a local realtor for a better idea of what similar homes are selling for in the area.
