So 11,000 sf+ 2500 sf cellar *250 = 3.375m + pavement and yard work let's just say 3.5mI estimate 2 years for plan approvals and construction.does that seem right?

In Torrance California I had to pay the city a $1500 security deposit in case the truck delivering the container, or the container itself damages the street's asphalt.

I am working on trying to get this in writing. e.g. some sort of waiver that states they will let me cut during this time even though it is after their standard October 15th deadline and that I can use something like a recycled asphalt upon completion as a road fix until spring as the hot plant will more than likely be closed by this point in time.So my question...- Anyone have any idea of any recourse for a situation like this?

I would check with your accountant, but I would consider it a pass-through expense, the way we account for asphalt repair billed directly to a customer, for example.
