I don't like that rate of return at all, and I don't feel it's wise to trade liquidity for a low rate of return.That said, IF my goals were aligned with owning my properties free-and-clear more quickly then even with the interest rates being low I'd look to pay off the properties sooner.

You could passively invest in apartments and mortgages with companies like Fundrise, or publicly traded REITS like Avalon Bay and Equity Residential that are both trading at a significant discount considering they are collecting less than 1% fewer rents this year during Covid than they were last year.

@Sarah BridgesThe 1% rule is really just a quick sorting method if you have allot of options. it's not an end all be all for REI.If I was relocating and needed to find a deal I would try to understand the market first.
