I own rental property in 28270, and looking for next one.I have my spreadsheet that I like to go neighborhood by neighborhood and build comparative analysis, rank by bunch of metrics and then once I have narrowed down areas and don't hesitate to make an early offer in appropriate price range.

In Northern climes, heat pumps are less effective, but at your latitude(I'm assuming the building is in Texas,) heat pumps are quite effective, and they can have an electrical resistance heating element added in case the temperatures drop below the point at which heat pumps cease to be efficient.One large benefit is that if the tenants pay their own electric, using heat pumps will put the cost of heating and cooling on the tenant- no need to initiate a RUBS system or utility surcharges.

I know how much @Joshua Dorkin loves Detroit, but in light of the recent BP article highlighting the best markets for REI, looks like Detroit is ranking pretty high.
