Basically you want something that has good access to a number of local attractions and is a popular tourist destination.  

If you have not allready checked them, look into Mack Investments who promise great returns on the houses they are involved in with builders who are in popular/known cities that have good ratings like Chicago and Indianoplis.

This property happens to be 1 house off the Mississippi river in an extremely popular neighborhood near downtown and by the University of Minnesota.

The existing buildings are fairly good palettes to develop into condos, retail, and mixed use developments that are currently popular. 

I'm new to the province and don't know what strategies are legal and popular.
