There are no restrictions on duration of rental from the HOA other than the unit cannot be rented as a STR/Airbnb.

I'm comfortable with putting together estimates for the rehab, at least for the up-front financial analysis prior to getting real bids from contractors.What I'm less equipped to do is project the lease up story based on supply, demand, and other factors relevant to the area.

If you answered this, would you also give some insight on what's a good mortgage offer and what isn't?

I don't know about pricing on multifamily, but SFH can go as low as 15k to more than 1 mil.
