Essentially you're paying for all the nice amenities for your tenants. 

And the subject property will always be less than the comp doesn't matter if yours are so much nice than that comp.

Do you have to do new development or can someone just acquire a property there and hold it? 

Unless you are able to command a similar re-sale price point without the nice garage/driveway, and while also completing the rehab for a significantly cheaper total cost, you will likely find the upside a bit thin.

I'm not aware of any lease, or court requirement that the tenant has to be nice and cordial to you. 

However being closer to Dallas also has a lot of upside which makes Richardson and Garland nice.
