I was told that for 75% of an appraisal i need to wait 6 month seasoning. well, with the way interest rates are going UP i rather lock it in earlier. and for 70% of "Delay" refi i can only get whats on the closing documents - which is 55k as thats what Im paying for it. 

. @ Russell, I did a little homework for the carpet and I couldn't find the gov document specifying the carpet wear and tear for Howard County, MD where my rental is.

The auction.com documents seem pretty legit, they provide title information, liens, comps, market value, etc. 

@Katie Lepore I am mainly looking for purchase agreements, but also looking for lease agreements and other documents in the future. 

I was curious what legal grounds I have to their offer since their notice clearly states the price they are asking for.

Some examples are: lease/lease addendum docs, deposit to hold form, Move-in instructions that a tenant gets when they receive their lease documents, a form for when we deny applicants, move out instructions, etc.

Are there resources I can look up to see if i can wait and enact new leases that include tenant paying utilties and what legal issues I may encounter there?

As I stated above, make sure you err on the side of MORE photos than less, and make sure every major area of the property is documented.
