Sounds like it's mostly common sense as to what should (and should have) been done.I do wonder if anyone from the DFW area (Dallas, Fort Worth) (spelling it out, for those users who have alerts turned on) have a recommendation for an attorney.

Skip tracing is simply a team of people who take the list, and comb the internet for phone numbers affiliated with that owner, then it's added to a new Excel sheet.

IMO any time a utility cannot be correctly parceled to the proper user in a multiple unit situation, the landlord should carry the full burden of payment.
