He sounds like he would not make a good tenant (he's banking on getting a job in the area but doesn't have it yet) but he brought up an issue we hadn't considered:  outstanding medical debt.  

It's when you are off of work for a certain period of time for family related medical reasons.

I have seen many of those where the medical bills were over $100,000 not counting loss of earnings claims. 

I started with single family then went to multifamily then went to commercial office/retail/medical.

December of 2013 they don't pay...Christmas medical bills for mom (blah blah blah) January they don't pay...

Pittsburgh is kind of under the radar and a lot of people think it's still some rust belt city that hasn't recovered from the steel industry leaving , but they are very diversified now with medical , education and other industries these days , their unemployment rate was also pretty low during the recession .

Sadly when the state pays for your medical/financial needs jump throught all hoops to prove they are poor and don't have much money/assets on hand...You seller owns a home and its considered an asset so if she sells she will lose her medicaid. 

.-  Subfloors are saturated with moisture at some parts, leading to wood rot, fungus/mold, and obvious safety issues.-  The floor unit above the basement's problem site has a concerning issue with floor sloping/alignment.

Places like Federal Hill, Fells Point, Bolton Hill, areas near THE major employer, Johns Hopkins Medical System.If you can get more precise on the neighborhood, I'm happy to weigh in.
