I would recommend a smaller, local bank for this.If you spend the majority of your time focusing on these 3 pieces of your team, I believe the other pieces you listed will more naturally fall into place, and save you time rather than screening a bunch of different people for the job(s).

You can do a private sale, just get a RE lawyer and have him write up a contract or have an agent write it up for a flat fee.

If it has been painted before, then you may have to have it skimmed, especially if anything other than flat paint (egg shell, semi gloss, etc) was used.

Account Closed  there ya go tenants are not educated.. end of discussion.Tenants and landlords can create any type of arrangement they want.. its common to have flat fee's for utls.. or this person could include the utls in the rent and not charge them down to the penny.my point is you scare people unnecessarily when your posts almost always include a trip in front of the judge.. when in fact unless your evicting someone you rarely if ever in your career will be in front of a trier of fact,,, unless your like me and have been around the block.. and even with all my experience of 42 years  doing well over 2k loans owning 500 plus SFR's etc etc I have been in front of the JUDGE  one time.... mediation 2 times.. arbitration 1 time.. and this includes a 20 year career of brokering well over 1000 transactions...

Elizabeth has what I would describe as a strong rental community, but market your unit aggressively and develop a solid screening criteria to decrease turnover and the chances of eviction2) Partner with a Realtor or call the tax assessor to get the up to date taxes on the property, also note that when you make improvements to the house that require you to open permits you run the risk of a tax increase.Hope this helps reach out if you need anything

1) I refer out and prefer to work with (as an investor and agent) smaller banks and brokers because of the relationships built2) No matter where you're looking for rentals there are several major factors you'll want to consider including type of tenant you'll be working with, the myriad of numbers and calculations you'll want to consider, the type of property you're interested in...etc.3) Screen tenants well and be as sure as possible about the tenant you place.
