I believe having "TWO" pets is excessive (even if they are certified). 

This allows the owners to deduct losses in excess of their cash investment (their basis), since they get to include mortgage debt as part of their investment. 

So you have to weight the options and decide what is more important to you.

There are other factors that still make sense in that area though so maybe I am putting to much weight on population % growth rate when deciding which areas to invest?
