You can deny both on reasonable grounds.

You also can't deny a family because there's lead paint.

Knowing the tenant smokes, I asked if he smoked in-unit and he denied it.  

If you're paying your PM to manage your property, I think you should put the responsibility back on them - ask them if denying them would be discrimination, and get it in writing from your PM.  

They're not only hard on people who file a claim against you, but there are a lot of lawsuits from their own insureds suing them for denying claims.
