I've had success in using Sherwin Williams Promar 400 Extra white as a base coat on walls and trim in older units an it usually allows me to put just one coat of color. 

Don't get yourself into the scenario with tearing out walls, mold remediation etc...

On the flip side, for such a small home in a price point below $100k, it is likely not necessary, particularly in a sellers market.Options: Do some light staging - bring nice towels from home to place in bathroom, bring light staging items like cooking books, candles, fruit baskets for kitchen, and some artwork to hang on some main walls.

Currently this garage is completely empty except for the walls, cement flooring and 4 support posts.

To separate them you will need to go through a subdivision.It’s not a full condo conversion if you are only separating the buildings and not each unit.You will need to talk to land sourveyor and estimate the cost.It is likely that you will need to upgrade the services and some utilities, also you may need to fire rate the external walls of each building.

They really don't care what color the bathroom is painted or if the fridge is white or stainless. 

The majority of the electric wires in the walls are knob and tube.

Black is a tough color to cover and in two bedrooms!

Certainly, they should all be the same color but is there any buyer resistance to having a Bosch DW, a Samsung OTR microwave, etc?
