You can do a reasonable linoleum flooring and hard wood simulation in a C area but will want nice tile and actual hard wood flooring in an A district.

I am a homebuilder in the Houston area and 140$ per square foot would include finishes such as 10 ft ceilings, calacatta waterfall cabinetry, tile in all of the bathroom walls, freestanding master bath tub, waterproof laminate flooring, 8 foot doors everywhere, etc.170$ per square foot and you start getting into the custom luxury home market.200$+ would include large porch areas and patio upgrades, maybe even a pool.

If I repair a subfloor, then tear out and replace all the underlay and old cheap sticky tiles in the kitchen with interlocking vinyl plank flooring, would this be deducted as a repair or a capital expenditure?

I have learned how to do a lot of the rehab work, I can put down ceramic tile, tape and float, paint and set cabinets among other things.
