I just went through all my closing docs, which include: general warranty deed, release of lien, deed of trust, loan documents, final note, final HUD and "dinky docs".I honestly don't feel like the seller is trying to disappear, my emails may have gone to junk mail, and he might not bother picking up an international phone number thinking it's another scam call.

And there is no way for you to understand what affects the market like CDOs, international politics, govt. regulation changes, misleading CPI and Unemployment reports, fluctuating interest rates, velocity of money, a fed pivot, disinflation, tax law changes and so on.

They claim this is standard international building code-- I do not know what Tulsa specifies.If you don't need permits I would leave as-is with padlocks as long as there isn't a noise-transfer problem-- if there the units are small and there isn't sound-insulation in the joining wall, there could be.
