There is no way around it.Also, I am sure you are aware we have a serious labor shortage, the trades are no exception.

Because CA population was already so high, this increase as a percentage/rate was not that high.Note when it comes to housing and housing shortages, the number of people is a bigger factor than the rate of increase. 

If you think the water shortage will affect anything/anyone buy stock in almond and a avocado farms not based in the western US.

Even if there is a 10-20% increase of inventory hitting the market in the next few months there will still be a shortage of housing inventory.

Overall, CA laws try to promote ADUs to help address the affordable housing shortage but local jurisdictions can make it challenging.
