As the lake is retreating it exposes the lake bed, which is basically mineral rich dust - the wind picks up the dust and spreads it over the area, including arsenic.

I agree with @George P. about the Roxul and de-coupling channels (I use both in my new construction duplexes), but neither are likely a good option for you.I believe that any insulation you can blow into the wall cavities will not likley provide must sound damping (Roxul is heavy insulation make of mineral wool made from stone).
