I would double check I suspect HOA liens get removed as well since they are junior to the tax .. over the years we bought literally hundreds if not more than a thousand parcels in CA at tax sale and never once had a lien survive.. the only bummer was we got one over turned when the county missed the statutory publishing date  ( 21 days) by one day and the owner who lost the property brought a civil suit and the judge reversed it.. the entire sale that year could have been reversed over 250 properties but each and every own would have had to bring a civil suit.. then after one year there is NO ability to reverse the sale. and of course we got our money back.. but spent money on attorney.

The quality of the construction in Mexico is great in general so all you need to do is avoiding to buy from those who cut corners.Interestingly, a friend and I were looking for land in Puerto Vallarta a few years back and somebody brought that piece of land where the development you bought in is going to be located.

It sounds like what you want is Zillow's zestimate, which is usually in the ballpark but for some of those reasons above not entirely reliable and they have most of that data already brought in for them to use.

If you are correct about the 1 year warranty, you might not have a legal claim - unless you brought the grading issue to the builder's attention prior to the 1 year period.
