Some locations allow for an accessory dwelling to have a legal apartment above the garage, some don't. 

In these areas, you can rent the accessory unit ONLY while you reside in the primary structure.

The county is now even talking about require a separate septic tanks for Accessory Dwelling Units and disallowing vacation rentals under 30 days. 

The notion that others are not getting a C of O means that they are leaving themselves open to massive lawsuit and loss of revenue.That said, renting an accessory dwelling unit in DC - in the long term - should provide you with a return on your investment, if you separate the electrical and gas.

My husband and I submitted an offer on a single family house with an accessory dwelling unit studio in outer Los Angeles area.

Don't formally convert to a duplex but see if there is in-law unit or accessory dwelling unit legislation that is often less stringent.
