I read here somewhere that it's in the same category as loud music (even if before curfew), but not sure.

The noise is from movement in the unit, not music, partying, etc.

Most of the time its loud music playing and some times elevated voices.

I would use desert grasses to  landscape, like mexican feather grass (Nassella or Stipa tenuissima), and  plant a few New Mexico Privet trees for height if you can find a spot.

Some large distribution channels (with some brainstorm ideas for them) are: BiggerPockets (official BP blogger, being an admin, posting, commenting, adding value, offering assistance, being insightful) Amazon.com (writing books and publishing them) iTunes (podcasting) YouTube (video blog, tips, interviews, , make real estate music videos...?!

Mexican War Streets, East Allegheny, Troy Hill?

While it doesn't have industry, it has the best Hospital in America (Cleveland Clinic), a new Amazon Center is being built there, an up and coming food and beer scene (two of the top 50 breweries in the world are in CLE), and loads of other scenes (art, music, etc) that gives the sense that Cleveland is doing what Pittsburgh did and is making a come back.
