I have concrete driveway with a a couple minor cracks Will I see substantial enough ROI to make it worth my time and money?

Current slab can be removed with hand tools, concrete can be bought by volume or prepared on site.

Unfortunately they weren't the shining stars I was hoping for so I'm curious about a few items as I haven't been able to get any concrete answers from my research.1.

Our contractor said that he would pour concrete to fill up the cracks, which he did.

This would normally be taxable but since she qualifies for the sec 121 exemption it comes to her tax free and she reinvests the other $2.5 mil into passive long term 1031 compliant investments and that is her retirement fund.  

I have never had a complaint and everyone has been compliant so far. 

In doing these seller financing loans, do we need to be compliant with the Dodd-Frank Act?  

And I've now had 2 HVAC guys say it can't go on the ground in the back due to the basement stairs (code says it can't block the stairs), so the only option is roof or fill in the basement stairwell, which would be quite a bit of concrete.
