I would do a minimum of 6 months of PITIA payments saved (mortgage payment + insurance + tax + HOA) and put aside $15k for closing costs (it should cost less but to be safe).

Instead, a lender will want to see that the property currently brings in (or has the potential to based on market rents) enough to cover the monthly principal, interest, taxes, insurance and HOA (if applicable).

I did do a cash out refi to get my Corte Madera home, which is its saving grace that makes me feel better) but on this rental now with my mortgage, property tax, HOA fees, and insurance my 2023 was negative.
