The board will only censure, punish, or possibly suspend/revoke the license but they won't get your money back so you'll need to hire an attorney for that or sue in Small Claims Court.I suspect they'll figure it out once you file a complaint with the board.

First off, semantically  speaking, your discussion lacks a definition for the word "Legal"  While there are contracts in which a breach is a punishable offense, I am assuming you mean "Legal" in the "right to seek compensation for damages" sense.
