I just read what I could find on the Wisconsin law and it's actually more restrictive than the federal law when it comes to the prescription.

The first consideration when you are looking at an ESA “prescription” is the provider’s credentials. 

You shouldn’t just blindly dive into something with tons of excitement and no details, because that’s a prescription for bailing out early.

Not doing a bad deal is MUCH better than doing any deal just to get your feet wet or meet some arbitrary deadline (which is, at the very least, stupid and likely a prescription for disaster). 

I'd say in both cases (unfortunately) the other parties have a pretty strong claim of prescriptive easement. 

That is like printing a prescription for opioids from the internet and expecting a pharmacy to accept it.
