You could have three parts, one for the real estate, one for the business operation and another part to payoff machinery or inventory.

I am currently in a busy rock mining area, and even the smallest operation requires a significant amount of heavy machinery, I am sure that size would require no less than 10M.

All of this will also depend on site access and how steep the hill is, since you need have heavy machinery and equipment navigate the site, and site grading will also be a part of the overall cost to get the foundations in place. 

I have some rather large tools/ machinery for my hobby/ side hustle/ whatever- I like to build stuff, some of which ends up being fairly sizable.  

I think you just have to use common sense: what’s the risk in doing basic yard work without any machinery or dangerous power tools?

Would like to be able to do it without heavy machinery to compact soil before laying gravel.  

There Are many human mechanics that do not translate into machinery, or even hiring legal migrant workers.

Dentists need high pressure pumps, extra sewer lines to each chair, heavy mounting for xray or other machinery.

This behavior is in violation of the lease agreement which you signed on (date of lease) which states in section 12: “Disorderly Conduct—Tenant agrees not to permit or suffer any disorderly conduct, noise, vibration, odors, or other nuisance whatsoever about the property and further shall not annoy, disturb, or harass neighbors or other residents of the community and to use no machinery or other apparatus which would damage the property or disturb neighbors or other residents in the community.”
