If you're not where you want to be, then take a WFH day, turn off your phone, put your headphones in and don't look up until you have a plan in place.  

When they harass you, swear, party and make noise or do anything else that is wrong you'll have the proof.If you don't want to listen to them complain about you, wear headphones when you're outside and ignore them. 

Neighbor with hears a noise: Do what you can on, like use ear plugs or soundless headphones or even insulate your ceiling (home depot folks can be a great resource for this situation).These kinds of situation require all hands on deck, and everyone involved has to be willing to resolve the issues together, knowing that nothing will be 100% because you live in a community w/others.
