State Street and Governors Ave (which encompasses the East and West side of campus) aren't too bad, although they are quite busy.Just be very, and I do mean, VERY, careful about Kirkwood, New, and Queen Street as these can tend to be rougher streets.

Rod Blagoyevich - Illinois governor - proposes a gross receipts tax that taxes your top line income and would have killed blue collar business owners (easy way to take plumbers into the 250k tax bracket, btw) and Illinois Senator Obama is still not on record saying anything about it (unless someone can find it).

Also, these concens go through plenty of political checks, city councils need to approve, the public housing authority signs off as to the needs not being met, your state representatives have input as to the project does not unfairly compete with for profits in that district, the state economic development folks review the projects and in some places the Governor may sign off.

In addiiton, prison doors have been opened with thousands of former inmates now spreading across the state, crime is up in many areas, and we have a governor that is oblivious to making the cuts necessary ( like Wisconsin) , thinking instead that the citizens are going to approve a tax hike!
