As far as I know FHA is only type with that stipulation for “intent” to live there after discharge/retirement.

@Joel Florek the living people are the ones you need to be concerned about infecting you; no special cleanup is necessary, there may be a small amount of discharge (urine/feces) after someone passes.

Your seller needs to have that lien discharged from the subject property in order to sell it, and even then in all likelihood the IRS takes all the proceeds.
